About NCC
History
The NCC in India was formed with the National Cadet Corps Act of 1948. It was raised on 15 July 1948 The National Cadet Corps can be considered as a successor of the University Officers Training Corps (UOTC) which was established by the British in 1942. During World War II, the UOTC never came up to the expectations set by the British. This led to the idea that some better schemes should be formed, which could train more young men in a better way, even during peace times. A committee headed by Pandit H.N. Kunzru recommended a cadet organization to be established in schools and colleges at a national level. The National Cadet Corps Act was accepted by the Governor General and on 15 July 1948 the National Cadet Corps came into existence.
During the 1965 and 1971 wars with Pakistan, NCC cadets were the second line of defence. They organised camps to assist the ordinance factories, supplying arms and ammunition to the front, and also were used as patrol parties to capture the enemy paratroopers. The NCC cadets also worked hand in hand with the Civil Defence authorities and actively took part in rescue work and traffic control. After the 1965 and 1971 Indo-Pak wars the NCC syllabus was revised. Rather than just being the second line of defence, NCC syllabus laid a greater stress on developing qualities of leadership and Officer-like qualities. The military training which the NCC cadets received was reduced and greater importance was given to other areas like social service and youth-management.

Activities Conducted in NCC
1. Institutional Training
Institutional Training being conducted in the Colleges and Schools is the principal means of training in the NCC. The aim of the training is to nurture core values, enhance awareness and give exposure to basic military skills and knowledge. Emphasis will be on practical training. Case studies, wherever possible will be used to facilitate active participation and better assimilation. Examples from India’s freedom struggle and wars fought by India, post-independence, should supplement relevant subjects to generate secular and patriotic fervour. The instructors and the cadets must grasp the importance of this training and participate actively.
Common subjects will comprise about 70% of the periods and Specialised Service Subjects will be 30%. The breakdown of periods are as under:-

Enrollment Criteria
Age limit for a student to join NCC
Criteria for Enrolment
For Junior Division / Wing - 13-18.5 Years
For Senior Division / Wing - Students Class XI onwards including college upto 24 yrs of age.
("DIVISION" FOR BOYS, "WING" FOR GIRLS)
Quantitative Requirement: No student of any University offering himself/herself for enrollment in the senior division shall be eligible for enrolment |

Unless he/she is of good character |

Unless he/she is a citizen of India or a subject of Nepal: provided that the central Govt. may in any suitable case, relax the provision of this clause |

Unless he/she is under age of 24 years; provided that the central Govt. may in the case of any student or class of student relax the provisions in this clause |

Unless he/she is on the roll of the college which is providing the unit or part thereof |

Unless he/she satisfies such standard of physical fitness in height, chest measurement and other respects as may be specified by the Ministry of Defence, Govt. of India |

If he/she has at any time been convicted of an offense involving moral turpitude and a sentence other than one of the fine or imprisonment in default of payment of fine has been passed in respect of such offense, such sentence not having been subsequently reversed or remitted or the offense pardoned. Provided that a person who is ineligible under this clause shall be eligible for enrollment if he produces a certificate from the state Govt. that he is a fit person to be enrolled |

4. All cadets are to be enrolled for three years (extendable for another year in case of SD/SW). |
Incentives
INCENTIVES
1. Develop qualities like social service, team spirit, leadership, discipline and self confidence.
2. Since NCC camps are held at different places in the country, cadets get opportunity to visit important historical and industrial places and social centers. Due to this students widen their horizon and develop ambition to do creative work.
3. NCC cadets are taught civil defence and self defence. Due to this cadets develop national spirit and confidence.
4. NCC cadets are attached with army units every year so that they get acquainted with the army life.
5. NCC cadets are trained for parachute jumps and mountaineering so that they develop capacity to do courageous work.
6. Selected cadets are sent to foreign countries every year.
7. 32 seats are reserved per course in the IMA for cadets who have passed NCC `C` certificate examination. NCC cadets having 50% aggregate marks in graduation with minimum `B` grade in `C` certificate examination are eligible for short service commission( NCC special entry scheme) without qualifying CDS written examination. They will face direct SSB interview.
8. NCC trained cadets are given preference in recruitment of armed forces.
9. Many Industrialists give priority in jobs for NCC trained students.
10. Central and state governments also give priority in job for NCC trained students.
11. Priority is given to NCC trained students by Universities in B.Ed, MA MSc admition and hostel.
12. NCC trained students are given priority in recruitment in central reserve force and BSF etc.
13. NCC cadets are given refreshment on every parade and are given washing allowance for uniform.
14. NCC cadets are given facility to purchase goods from military canteen.
15. On death or permanently handicapped of NCC cadet during NCC activities, a sum of
Rs. 2,00,000 are paid from NCC welfare society.
Honours & Awards
The NCC was introduced with the vision to provide secular, united and disciplined citizens for future India. The following awards have been instituted to provide recognition to NCC personnel and to motivate others to emulate them. |
Raksha Mantri’s Padak: |
It is awarded by the Defence Minister of India to NCC personnel, including cadets for performance of any exceptional act involving courage, devotion to duty and contribution of lasting value to the NCC. |
Raksha Mantri’s Prashansa Patra: |
The Defence Minister’s commendations Card is awarded to NCC personnel including cadets for any outstanding act involving leadership, courage or devotion to duty, which enhances the image of the NCC. |
Raksha Sachiv Prashansa Patra : |
The Defence Secretayr’s commission Card is awarded for outstanding acts or deeds in the fields of adventure sports, training or for outstanding contribution in social or cultural activities. |
Maha Nirdeshak Prashansa Patra : |
The DG NCC Commendation Card is awarded for outstanding acts or deeds in the field of adventure sports, training or for outstanding contribution in social or cultural activities by NCC Whole time Officers, ANOs, Under Officer Instructors, Sergeant Major Instructors and NCC cadets. |
Governor’s and Chief Minister’s Cash Award : |
These are given to the cadets for their outstanding contributions to NCC related activities. |

The above awards are given to individuals who perform exceptional acts involving courage, devotion to duty and any contribution of lasting value to the organization, which brings glory and fame to the NCC. The highest NCC award is the Raksha Mantri’s Padak. These awards are announced on the NCC Day which falls on the last Sunday of November every year and are given by the Hon’ble Raksha Mantri during his visit to the Republic Day NCC Camp. The prestigious Ashok Chakra can also be awarded to NCC personnel as well as cadets, by the President of India, for most conspicuous bravery or some act of daring or premier valor or self sacrifice, other than in the face of the enemy. |

Short Service Commission is a scheme for those who wish to retain the option of leaving the service after a stint in it. The duration of Short Service Commission is 7 years. After a period of 2 to 3 years, Officers are given the option to accept permanent Commission. |

NCC Scholarships
Annual Sahara Scholarship
An annual Sahara scholarship scheme of Rs. 1 Crore to be given out as scholarships per annum to NCC cadets, has been instituted by the Sahara Group.
- JD and JW Rs.6,000/- each
- SD and SW Rs. 12,000/- each
- Professional Rs. 30,000/-
A) JUNIOR DIVISION/WING : Scholarship for cadets passing Class X examination and fulfilling the laid down eligibility criteria. Two scholarhip of Rs 6000/- each for one year will be awarded to JD and JW cadets per NCC Group. Total number of scholarhips will be 368.
The eligibility conditions for award of scholarships are as under: -
(a) Minimum 65% marks in Class VIII, IX and X.
(b) 5% bonus marks given to SC/ST/OBC candidates.
(c) One year in NCC in 8th, 9th or l0m class.
(d) Should have 80% attendance in NCC.
B) SENIOR DIVISION/WING : Scholarships for cadets passing 10 + 2 or equivalent examination admitted in regular graduation courses recognized by the UGC viz BA B Sc, B Com, BCA, BBA and fulfilling laid down eligibility criteria. Two scholarships of Rs 12,000/- each for one year will be awarded to SD and SW cadets per NCC Group. Total number of scholarships will be 368.
The eligibility conditions for award of scholarships are as under: -
(a) Should have passed class XII in preceding two years.
(b) Completed at least one year of NCC in SD/SW.
(c) 5% bonus marks to be given to SC/ST/OBC candidates.
(d) Should have 80% attendance in NCC.
(e) Should have obtained minimum following marks :-
(i) Science - 65%
(ii)Commerce - 60%
(iii) Arts - 55%
C) HIGHER STUDIES : Scholarships for cadets passing 10 + 2 or equivalent examination admitted in professional courses recognized by the Government and UGC viz Engineering, Medical, Business Administration, Hotel Management etc and fulfilling the laid down eligibility criteria. Sixty six scholarships of Rs 30,000/- each will be awarded for one year common for Boys and Girls. Distribution of these scholarships between various States and Union Territories will be based on the number of NCC Groups per State/ UT.
The eligibility conditions for award of scholarships are as under: -
(a) Should have passed class XII in preceding two years.
(b) Marks of class XII to form the basis of merit.
(c) Should have done 2 years of NCC.
(d) Should have 80% attendance in NCC.
(e) Admitted to any of the following professional course recognized by
Govt/UGC :-
(i) Engineering
(ii) Medical
(iii) Hotel Management
(iv) Business Administration
(v) Fashion Designing
(vi) Journalism
(vii) Mass Media
(viii) MBA
Scholarship from Cadets welfare society:
The Society grants 500 scholarships of Rs 5,000/- each to NCC Cadets who excel in academics. The vacancies are allotted to all states based on the enrolled strength of each state.
The eligibility conditions for award of scholarships are as under : -
(1) Junior Division / Wing Cadets : Cadets should have passed 10th Standard or equivalent examination in the preceding academic year to which the scholarship pertains with 70% marks in aggregate. They should have undergone training for at least 2 full years with a minimum of 80% attendance in each year with exemplary discipline.
(2) Senior Division / Wing Cadets : Cadets who have passed Intermediate or Senior Secondary (10 + 2 pattern) examination or Pre-Degree /PreUniversity/Second year course of Graduate Degree Examination or Diploma Course in Polytechnic are eligible for awards. The available scholarships in each Directorate are to be equally divided between Arts / Commerce, and Science Stream cadets. In case of non-utilisation of scholarships by cadets from any stream, the unutilised number will be transferred to the other stream. Science stream cadets should have obtained 70% marks in aggregate whereas Arts/Commerce Stream cadets should have obtained 60% marks. As in the case of JD/JW cadets, SD/SW cadets also should have undergone NCC training as SD/SW cadet for at least two full years continuously with a minimum of 80% attendance in each year with exemplary discipline.
(3) Concession for SC / ST / OBC Cadets: Relaxation of 5% marks to the minimum laid down for each category is given. SC/ST/OBC cadets are also eligible for a bonus of 10% on the marks actually scored if the cadet otherwise obtains the minimum percentage as laid down.
(4) Extra Concession of 5% is given to cadets belonging to the States of J&K, North East Region and Sikkim.
Certification
Certificate Exams in NCC
General
The eligibility conditions and the general procedure for the conduct of the Certificate Examination for Cadets of Senior and Junior Division/Wings NCC(All wings) have been issued by this HQ from time to time. The aim of this Directive is to consolidate all such instruction and revise these, where necessary. The certificate exams will be conducted in the month of February and March of every year.

The type of Certificate Examination and the unit in which these are held are given below

Eligibility for "A" Certificate Examination (Junior Division)
- Must be in Second year of NCC
- Must have attended an Annual Training Camp
- The candidate must have attended a minimum of 75% of total Training periods laid down in the syllabus for the first and second years of Junior Division/Wing NCC(All wings)
- Break in the NCC Service of the cadet prior to his appearing. In the examination 'should not exceed more than 12 month at one time, to count his previous service. In case the break exceeds 12 months, the following procedure will be adopted.
"If he has been on the unit rolls for a minimum of two years before his discharge and had attended 75% of the total period during his NCC Service he will need another 45 periods of training to become eligible for certificate 'A' examination. In all other cases where above conditions are not fulfilled, the cadet must attend a minimum of 75% periods of the first and second year of training".
Eligibility for "B" certificate examination (senior division)
- He Cadet must be in second year of SD/SW NCC Training
- Must have attended one Annual Training Camp/NIC/Attachment training with regular Army, Navy, Air Force Units.
- Cadets possessing 'A' Certificate will be awarded 10 bonus marks.
- The cadet must have attended a minimum of 75% of total training period laid down in the syllabus for the first and second years for Senior Division Wing NCC (All Wings). Break in the NCC service of the cadet SD/SE prior to appearing in the exam should not exceed more than 18 months at one time, after his discharge to count his service for Certificate 'B' Examination. In case the break exceed 18 months the following procedure will be adopted.
- "If he had been on the unit rolls for a minimum of two years before his discharge and had attended 75% of the total periods during his NCC service he will need another 45 periods of training to become eligible for certificate 'B' Examination. In all other cases where above conditions are not fulfilled, the cadet must attend a minimum 75% periods of the first and second years of training."
- An Air Wing Cadet must do a minimum of 10 Glide launches.
Eligibility for "C" certificate examination (senior division)
- Cadet must have passed 'B' certificate.
- The Cadet must be in third year of SD/SW NCC Training
- The Cadet must have attended a minimum of 75% of the periods of 3rd year syllabus during the academic session.
- Break in the NCC Service of the SD/SW Cadet prior to appearing in the exam should not exceed more than 18 months at one time, after his discharge to count his previous service for Certificate 'C' examination. In case the break exceeds 18 months, the following procedure will be adopted.

Permission to Appear in Certificate Examination after Discharge
Cadets who ceased to be on rolls of NCC may be permitted to appear for certificate 'A' Examination for Junior Division/Wing and 'B' & "C" for Senior Division/Wing NCC at their own expenses within a period of 12 months of their discharge from the NCC, provided they were otherwise eligible at the time of their discharge.
The ex-cadet so eligible can appear for the examination at any place in India by applying for the same, alongside with discharge certificate, to Local Unit Commander. The Group Commander is empowered to accept such requests from the ex-cadets.
Re-Test for Improvement of Grading : 'C' Certificate
With a view to give Cadets a chance to apply for the NCC Special Entry Scheme, in case their grading improves, it has been ruled that
- Cadets who have obtained a 'C' grading in NCC 'C' Certificate Exam and who wish to improve their grading will be allowed to appear for a retest. Only one retest will be allowed.
- Cadets will have to re-appear in complete examination.
- Retest will be held alongwith fresh cases next year. During the period, these Cadets may attend at least two weeks' Special Parade/Coaching classes to be organized by units after he academic session. Those Cadets who do not attend the Special Parade/Classes will also be eligible to appear in the re-test. No refreshment or other allowance will be admissible for these classes/parade/retest.
Grading : A cadet has to obtain 45% marks in each paper and 50% marks in the aggregate to pass the examinations. Grading based on total marks obtained will be awarded as follows:-
- Grading `A’ - Cadets obtaining 80% marks or above.
- Grading `B’ - Cadets obtaining 65% marks and above but below 80%.
- Grading `C’ - Cadets obtaining 50% marks and abovebut below 65%.
- Fail - Cadets obtaining less than 45% in any paper or less than
50% of the aggregate.
